The 8th Pay Commission has reached a significant milestone in its designated timeframe, yet the central government has made it clear that it is not obligated to receive regular updates regarding the Commission's activities. This statement, released by the Finance Ministry during a parliamentary session, emphasizes the Commission's autonomy as outlined in its established Terms of Reference (ToR). Formed on November 3, 2025, the 8th Pay Commission is tasked with recommending adjustments to salaries, pensions, allowances, and other benefits related to service for central government employees and pensioners. The Commission is led by Justice Ranjana Prakash Desai, with Prof. Pulak Ghosh serving as a Part-Time Member and Pankaj Jain acting as Member-Secretary. The government has allocated an 18-month period for the Commission to finalize its recommendations, meaning that by August 2026, the Commission will have completed approximately half of its designated tenure.
The Terms of Reference (ToR) that were approved by the Union Cabinet on October 28, 2025, outline the Commission's responsibilities, mandate, and operational framework. According to the government's official notification, the ToR grants the Commission the authority to establish its own procedures for consultations and deliberations. This provision allows the Commission to operate independently while formulating its recommendations, without the necessity of providing consistent status updates to the government throughout the process. The autonomy conferred by the ToR has sparked considerable discussion, particularly following inquiries in Parliament regarding the Commission's progress and its methods of consultation.
