India Implements New Space Re-Entry Safety Regulations

The Indian National Space Promotion and Authorisation Centre (IN-SPACe) has recently established a set of comprehensive guidelines aimed at regulating the re-entry of space objects, marking a significant step in enhancing safety protocols within the nation's burgeoning space sector. This new framework, officially titled 'Norms, Guidelines and Procedures for Implementation of Indian Space Policy-2023 in respect of Authorisation for Undertaking Planned Re-entry of Space Objects,' was released on July 23 and made public to stakeholders on Wednesday. The guidelines mandate that any Indian organization planning to execute a re-entry of a space object must first secure authorization from IN-SPACe, which serves as the primary regulatory body overseeing all space-related activities conducted by private entities in India. Furthermore, the regulations stipulate that foreign entities wishing to conduct re-entries within Indian airspace must do so through a company that is incorporated in India, thereby ensuring that all operations are compliant with national laws and safety standards.

In accordance with the newly established norms, private space companies are tasked with ensuring that the risk of casualties resulting from any planned re-entry remains below a threshold of one in 10,000. This stringent requirement underscores the government's commitment to public safety and the responsible management of space activities. The guidelines also clarify that companies undertaking these operations will do so at their own risk, thereby absolving the Government of India from any potential liabilities that may arise. To mitigate risks associated with re-entry activities, companies are required to secure sufficient insurance coverage, which includes obtaining mandatory third-party liability insurance if deemed necessary by IN-SPACe during the authorization process. This approach not only protects the public but also encourages companies to adopt best practices in risk management and operational safety.
